Allow me to present the Federal Government Agency - All Russia Center for Occupational Safety and Health, whose history dates back to 1967, the year when the All-Union Research and Methodical Center for Labour and Production management was established under the USSR State Committee for Labour.

In 1995 according to the decision made by the Government of the Russian Federation the Center was transformed into the All Russia Center for Occupational Safety and Labour Productivity. In 2000 it was given the title of a Government Agency “All Russia Center for Occupational Safety and Health” (GA VCOT). Since May 2004 in the course of the administrative reforms in Russia the Agency VCOT has entered the system of the Ministry of Health and Social Development of Russia and now it is an integrated subdivision of the Federal Agency of Health and Social Development.

At present the All Russia Center for Occupational Safety and Health (OSH) is a dynamically developing scientific – research and educational institution that aims its activities at accomplishing the main directions of the state policy in order to improve the conditions and labour protection, to reduce the number of accidents and to cut down the rate of industrial injuries and occupational diseases at enterprises and in organizations, to improve the system of the obligatory social insurance against accidents and occupational diseases, to put into practice modern training methods, to coordinate activities and to provide methodic assistance to regional OSH centers.

Since April 2004 the Government Agency VCOT has become the Central Body of the Certification System of works on labour protection in the Russian organizations.

At the same time our institution acts as a National Information Center on occupational safety and health matters. In this capacity in 1997 it was registered with the International Labour Organization (ILO) and became an integrated part of the International network of national information centers on occupational safety and health.

The Federal Agency VCOT has a state certificate of accreditation as a scientific institution as well as licenses for educational and publishing activities, possessing modern facilities that include up-to-date scientific laboratories, training class-rooms and its own printing house.

The colleagues of our institution look forward to meeting you to exchange opinions on the matters of further improvement of occupational safety and health systems in the Russian Federation as well as for cooperation in this field.

The Federal Government Agency “All Russia Center for Occupational Safety and Health” is a scientific-research and educational institution of additional professional education whose work is aimed at solving the problems of science and practice as well as training and upgrading specialists in the field of occupational safety and health (OSH) in Russia. It carries out the following kinds of activities:

Scientific research

To meet the requirements of the Ministry of Health and Social Development of the Russian Federation, the Federal Agency of Health and Social Development, other Federal bodies of executive authorities as well as various interested organizations, the Center carries out research on current issues of occupational safety, participates in the development and implementation of branch targeted programs aimed at the improvement of working and safety conditions, conducts fundamental applied scientific research, forms proposals on implementation of the research results into practical activities of organizations, creates reference brochures, scientific- methodic materials and recommendations. Coordination of regional and municipal bodies. Methodic guidance of their work on improving safety and health conditions at industrial enterprises.

The Centre analyses, sums up and systematizes information on issues of organizing, methodic support and increasing the efficiency of activities of regional and municipal OSH centres and training organizations as well.
It unites the efforts of various organizations while carrying out most actual research on improving work conditions and occupational safety in the Russian Federation, firstly of regional and municipal OSH centers as well as scientific research institutions including those that belong to the Academy of Sciences and higher schools.

Consulting and introduction of scientific achievements

The Center’s staff renders assistance to organizations in practical solution of certain OSH problems: certifying works on occupational safety and attesting working places according to working conditions, assists in creating special programs on improving working conditions and systems of occupational safety management.

Training

The Center undertakes training and skill upgrading of OSH specialists including government inspectors of the Federal Labour Inspection, experts of federal, regional and municipal executive authorities as well as institutions of various legal and organizational forms and types of property. The training of students and testing of their knowledge is done with the help of modern PC techniques, methods of modulus training with elements of distance training, including active methods of control and evaluation of the training process.

Assistance in application of legal norms and standards

The Centre participates in preparation of new and revision of acting normative acts containing OSH standards adopted by the government and expertizes them.
It renders consultative services to organizations on the subject of practical application of documents on legal standards in the field of occupational safety.

Analysis of traumatism

The Centre conducts analysis of accidents at industrial enterprises and organisations in the Russian Federation. It studies, sums up and popularizes advanced home and foreign experience regarding safety, hygiene and labour protection. By special order of the Ministry of Health and Social Development it annually prepares and presents “National Profile” – a report to the Russian Government on the state of affairs in the field of OSH and measures to improve them.
It collects and prepares information and analytic materials to ensure investigations of accidents, their registration and proposals to prevent them.

Social insurance against accidents at work places and occupational diseases

The Centre analyses the current national legislature on the OSH issues and puts forward proposals on amendments and supplements in the legislature of the RF in order to increase the efficiency of obligatory insurance of employees against accidents and occupational diseases at working places.

It sums up and classifies information, provides methodic support to training institutions in the Russian Federation on issues of OSH training of certain categories of insured workers.

Compiling and updating data base

The Centre studies, sums up and popularizes advanced home and foreign experience of bettering occupational safety quality.
It builds up a national and international information network, which includes a great number of OSH centres.
It acts as a central intersectoral body of scientific and technical information on OSH problems in Russia and compiles a data bank.
The Centre publishes and distributes information, analytic, methodic, reference and other materials concerning OSH issues.
It provides reference – information service to organizations supplying them with necessary literature or information on paper and electronic carriers.
The Centre informs interested organizations on availability of printed materials on OSH problems and new legal acts containing state requirements for occupational safety.

The Centre provides price- lists of available information materials and services to be rendered when requested by organizations.
It concludes contracts with organizations to provide them with information materials with further updating their data base.

Popularization of achievements in the field of occupational safety

The Centre organizes and holds national and international congresses and conferences on OSH issues.
The Federal Agency “VCOT “ acts as a permanent exhibition of modern national and foreign personal protective equipment, control instruments on hazardous substances and OSH information.

International cooperation

The main goal of “VCOT” in the field of international cooperation is to develop a wide and multinational cooperation with the following organizations:

International Labour Organization (ILO), International Organization of Social Security (IOSS), European Commission on occupational safety and health and with other international associations dealing with OSH issues; -
Foreign OSH centers, training and research centers of this type in Germany, Finland, Austria, Japan and etc; -
OSH centers and National information centers of Belorussia, Ukraine and other CIS states.

The Federal Government Agency “VCOT” carries out preparations to create a permanent scientific forum of OSH experts from CIS on the base of “VCOT” with the aim to realize common projects in the interests of the participants.

The Federal Government Agency “All Russia Centre for Occupational safety and Health” offers to regional and municipal authorities, organizations and entrepreneurs to conclude contracts on performing the following kinds of work:

Working out and drawing up a set of documents for accreditation of a body and a laboratory of the System of Certification of works on OSH in an organization.

Certifying working places in accordance with the working conditions in an organization;

Accreditation of bodies and laboratories in accordance with requirements of the System of Certification of works on OSH in organizations. Issuing certifications of accreditation. Support of the activities of accredited bodies and laboratories in the framework of the System of Certification of works on labour protection in organizations.

= about new methodic recommendations for personnel of regional OSH centers and information on events to be arranged for improvement of working conditions;
